This strategic axis, which connects Louisville (Kentucky) to southern Indiana, is designed to streamline traffic and improve road safety. The project was entrusted to the concessionary group led by Vinci Highways (a subsidiary of Vinci Concessions) and responsible for the operation, routine maintenance and refurbishment of a significant portion of East End Crossing for a period of 35 years. The works lasted 4 years and were executed by a consortium consisting of Walsh Construction (60%) and Vinci Construction Grands Projets (40%).

The project was carried out under a PPP contract signed in March 2013 for a total amount of nearly one billion dollars (€ 965 million). This is one of the major projects to renovate transportation networks in the United States and the first PPP road infrastructure project by Vinci, USA.
